Are Raised or 4D Plates Legal? The Quick Answer
Raised letters are not automatically illegal in Hong Kong. Schedule 4 permits raised letters and numerals on a flat plate, but the finished plate must also meet certified reflective-plate requirements, white front/yellow rear backgrounds, black non-reflective characters, prescribed lettering and dimensions, permanent markings, clear display and secure fitting. “4D” or “gel” is a product label, not a guarantee of legality or an inspection pass.

A Personalized Mark Is Not the Same as a Custom Plate Design
A Personalized Vehicle Registration Mark (PVRM) is an officially allocated combination obtained through Transport Department application, approval, auction and other required steps. Manufacturing that mark as raised, 3D/4D lettering, a different backing or altered spacing is a separate display issue. The plate must still comply with Schedule 4 even when the mark itself is allocated legally.
What Does Schedule 4 Say About Raised Lettering?
Paragraph 2(e) of Schedule 4 to Cap. 374E states that letters and numerals must not be detachable. Separately made letters or numerals welded or firmly riveted to the plate surface do not contravene that requirement. A flat plate may be constructed with raised letters and numerals. This does not approve all glued, magnetic or detachable products, nor replace the other certification and display requirements.

Six Requirements Raised, 4D and Gel Plates Must Meet Together
●1 | Certified reflective-plate type
The plate must comply with B.S. AU 145a and be of a type certified by the Commissioner for Transport. Manufacturer certification is a starting point for checks, not automatic approval of every modified finished plate.
●2 | White front, yellow rear, black non-reflective characters
Use a white reflective background with black characters at the front and a yellow reflective background with black characters at the rear. No part of the letters or numerals may use reflective material. Do not substitute black or coloured backgrounds or reflective characters.
●3 | Lettering proportions, height and spacing
Lettering and proportions must follow the Schedule 4 diagrams. Ordinary car characters must be 8–11 cm high; motorcycles, invalid carriages and cases with written Commissioner approval have separate provisions. Spacing must comply with the applicable layout rules, not be compressed to fit a small surround.
●4 | Permanent standard and manufacturer markings
The plate must be legibly and permanently marked with B.S. AU 145a and the manufacturer’s name, trade mark or other identification. Ask for close-up photographs of the actual plate rather than relying on verbal assurances.
●5 | Clear, vertical and secure display
Unless exempted, front and rear registration marks must be displayed vertically and easily identifiable, with reflective plates securely fixed. In darkness or poor visibility, rear illumination must make every character easily distinguishable from behind at distances of up to 15.25 metres.
●6 | No extra markings on the plate face
A reflective plate may not carry letters, numerals or markings beyond those required by the regulations—for example added logos, graphics, slogans or social handles. This concerns the plate itself, not a blanket ban on every separate surround; a surround must not obscure the mark or impair display.
How to Read “UK 4D”, “European Standard” or “Guaranteed Pass” Claims
Plates used on Hong Kong roads must be assessed against Hong Kong regulations and Transport Department certification requirements. A product name, overseas standard or sales promise does not replace Schedule 4. Supplier documentation is not automatic proof that the finished plate on your vehicle complies.
●Request certification and source details
Check plate type and manufacturer, and request photographs of permanent markings on the actual item.
●Confirm dimensions and layout
Provide vehicle model, mark, fitting positions and allocation certificate. Check height, spacing, front/rear colours and permitted rows.
●Inspect the finished item and installation
Do not rely only on samples or promotional images; check visibility, fixing and rear lighting after manufacture and fitting.

PVRMs: Check the Combination Before Choosing a Design
Use official Transport Department services to check basic eligibility, then follow the latest application period and procedure. Approval, auction and allocation are different steps. Finding a combination online does not grant the right to use it. Current official notices govern application periods, fees and processing times.
●Maximum eight characters
Letters, numerals and/or blank spaces together must not exceed eight. The letters I, O and Q are not permitted.
●Spacing limit
There may be no more than one blank space between any two letters and/or numerals.
●Identical-character limit
No more than four identical letters or numerals may appear consecutively side by side.
●No confusing or duplicate combinations
A mark must not duplicate or resemble existing, allocated, approved, reserved or government-vehicle marks or specified permit/licence formats. Schedule 5A and other requirements also apply.

Single or Double Row? Follow the Allocation Certificate
A certificate specifying single-row display requires that layout. Only if the certificate permits both single and double rows may a double-row layout be selected under the regulations. Each PVRM row may contain up to four letters or numerals, counting a blank space as one character. Do not shrink lettering, compress spacing or split rows arbitrarily to fit a small surround.
When Do Private Cars Need Annual Inspection? Check Manufacture Date
Transport Department guidance states that private cars manufactured not less than six years before licensing require annual vehicle examination and a Certificate of Roadworthiness for licence renewal. The basis is manufacture date, not simply time since first registration. Follow the actual renewal and Transport Department requirements.
Before Inspection or Road Use: Eight Plate Checks
●Front and rear colours
White front/yellow rear reflective backgrounds with black non-reflective characters.
●Visibility
Every character is clear, vertical and easily identifiable from the front or rear.
●Dimensions and layout
Character height, proportions, spacing and rows have not been compromised for styling.
●Permanent markings
Legible permanent B.S. AU 145a and manufacturer identification are present.
●Raised-character fixing
No loose, detachable or lifting characters; the construction complies with the regulations.
●No extra plate-face decoration
No added logos, graphics, slogans or other unnecessary markings.
●Official allocation
The mark is officially allocated and the PVRM display follows its certificate of allocation.
●Rear illumination
The plate lamp works and characters are not obscured or difficult to identify.
If anything is uncertain, check with the Transport Department or the relevant certified manufacturer/supplier before use. Replace the plate with a compliant one if necessary. Self-checks help identify risks; they do not replace formal examination or guarantee an enforcement outcome.
