Hong Kong Vehicle Licence Renewal: Documents, Online Steps and Expiry Guide

Hong Kong vehicle licence renewal: the short answer
Hong Kong vehicle licences can be renewed within four months before expiry. Individual online applicants need iAM Smart+ with digital signing enabled or a valid personal digital certificate; companies and organisations need a valid organisational certificate. Prepare third-party insurance in the registered owner’s name covering the new licence’s effective date, address proof issued within three months and payment. Complete any required inspection first. A new-style licence without a printed expiry date is not permanently valid.
This guide uses official information checked on 10 October 2026. It focuses on preparation and online applications. Thirty days is this guide’s suggested lead time, not the legal renewal window. Current Transport Department eligibility, documents, fees and decisions take priority.
A vehicle licence is not a driving licence
In this guide, renewal means the vehicle licence, which concerns use of the vehicle on roads. Your driving licence, third-party insurance, inspection result and vehicle licence are separate. A valid driving licence does not mean the car’s licence has been renewed. An advance renewal takes effect after the existing licence expires.
When can you renew? The four-month window and 30-day lead time

Check the actual expiry date and allow time for inspection, insurance verification and corrections. Do not leave digital-signing setup, insurance coverage or address-proof checks to the final day. Applications remain possible within two years after expiry, but this is late renewal, not a grace period for road use.
No printed expiry date: how do you know when to renew?

Since 30 December 2024, new-style vehicle licences no longer show an expiry date. Where details such as the registration mark and colour remain unchanged, the same new-style document can remain displayed after renewal. It is not a permanent licence and does not remove the requirement to display a valid vehicle licence.
Scan the licence QR code or use the Transport Department’s online vehicle-licence enquiry platform to check expiry. Keep your supplied Hong Kong mobile number or email current for electronic reminders. A reminder is not a substitute for checking the date yourself.
Seven preparations before online renewal

1. Check the actual expiry date
Use e-Licensing or the official enquiry service. Absence of a printed date does not mean the licence has not expired.
2. Confirm online signing eligibility
Individual registered owners may use iAM Smart+ with digital signing enabled or a valid personal digital certificate. Company and organisational owners need a valid organisational certificate; personal iAM Smart is not a substitute.
3. Insurance must cover the new effective date
Third-party insurance or a cover note must be in the registered owner’s name and valid on the new licence’s effective date. If the old licence expires on 30 July and the new one starts on 31 July, insurance must cover 31 July. MIDAS verification is not guaranteed immediately; keep a JPEG or PDF copy as backup.
4. Prepare address proof within three months
Upload current address proof dated no more than three months before submission. Ensure the name, address, date and image are clear and use an accepted document type.
5. Complete any required inspection
Complete inspection where required for the vehicle class and age. A certificate of roadworthiness is normally valid for four months from issue and must remain valid at both application and the new licence’s effective date. Do not check only the submission date; use the official age and class rules.
6. Resolve renewal restrictions
Resolve outstanding court-ordered fines or an Environmental Protection Department emission-testing notice as required. Do not leave notices until the last day; other eligibility or administrative restrictions may apply.
7. Payment and electronic contact details
Prepare a payment method accepted by the application page, such as credit card, FPS or PPS, subject to device and service limits. Verify your Hong Kong mobile number or email in the application flow and retain submission and payment records.
Where the Hong Kong Federation of Insurers’ MIDAS record is successfully verified, a policy upload is normally unnecessary. Official guidance notes that records generally take about seven calendar days to become available for online verification. Buying insurance does not mean the system has synchronised; check with your insurer or intermediary.

Seven steps for online vehicle licence renewal

●1. Enter through the official service
Use GovHK’s online vehicle licence renewal or e-Licensing. Check the government web address and avoid ads or unknown login links.
●2. Sign in and digitally sign
Use iAM Smart+ with signing enabled or the appropriate valid digital certificate for the registered owner.
●3. Check details and renewal period
Confirm registration mark, owner, address and electronic contact details. Choose a four-month or twelve-month licence.
●4. Verify insurance and upload documents
Upload insurance if MIDAS cannot verify it. Supply address proof within three months and any requested documents. JPEG limit: 5 MB; PDF limit: 1 MB, subject to current page requirements.
●5. Confirm inspection where required
Complete inspection first and check validity at application and the new effective date. Records are normally verified through the system.
●6. Pay and retain the reference
Keep the acknowledgement, payment record and transaction reference for enquiries or supplementary documents.
●7. Check status and the licensing notice
Wait for approval and check the official status and Vehicle Licensing Notice. With complete information and successful renewal, notification / documents are generally issued within ten working days; submission is not immediate approval.
Owners already holding an unchanged new-style licence generally receive the Vehicle Licensing Notice by email after successful renewal, showing the updated period. Those without a new-style licence receive the new document and notice by registered post under the official arrangements. Ten working days is not a guarantee; incomplete information or supplementary documents can affect processing.
Submitting an application is not successful renewal. Even after payment, rely on approval, the Vehicle Licensing Notice and official enquiry results. A payment acknowledgement is not a valid vehicle licence.
Do you still need to submit registration and inspection documents?
Since 30 December 2024, renewal generally no longer requires submission of the Vehicle Registration Document or, after a passed inspection, the Certificate of Roadworthiness. Vehicles subject to inspection still need a valid passed inspection before renewal.
No routine submission does not mean no need to retain records. Keep registration, insurance, inspection and repair documents. Follow official instructions where details change, verification fails or further documents are requested.
Expired licence: renewal may be possible, but do not drive

Renewal can still be requested within two years after expiry, with an additional late fee potentially payable. An overdue online renewal takes effect from the date the online application is submitted, not retrospectively from the day after the old licence expired. It does not legalise earlier unlicensed road use.
If the vehicle was not used on roads throughout the expired period, apply for exemption from the relevant additional fee through the online process or TD558 declaration. Be truthful; the Transport Department decides according to the circumstances. Do not assume that parking automatically qualifies, particularly when parking on a road.
Do not drive or park on roads during expiry. If the vehicle needs inspection or movement, confirm a lawful arrangement with the Transport Department or a qualified provider first. Driving to an inspection is not automatically an exception.
What if online renewal fails?
●Apply at a licensing office
Book an appointment and bring documents required by the current guidance.
●Use an authorised representative
The representative needs their own identity document; follow the official owner-signature and authorisation requirements.
●Post or drop-in box
Use TD558 and provide documents and payment as instructed. Allow time for delivery and processing.
For company vehicles, failed insurance checks, disputed address proof or late applications, contact the official service early. This article does not process renewals or collect identity documents, policies or iAM Smart credentials.
